1. CDR Oden opened C. L. Elms Post 9951 regular meeting IAW with the VFW ritual at 09:15 on April 7, 2007 in the conference room of JUSMAGTHAI located at 7 South Sathorn Road in Bangkok, Thailand.
2. There was a roll call of officers and all were present or properly excused except for SVC Nestle. There were 18 members and 1 guest attending.
3. There were two applications for membership. They are from Mr. Robert Morton and Mr. Thomas Sherrill. After some discussion Trustee Hudson motioned that we approve these requests. JVC Key seconded, the motion carried and we warmly welcomed these two new Comrades into our organization.
4. We gave copies of the minutes of the last meeting to those in attendance. Trustee Hudson made a motion to approve the minutes, subject to correction, and Advocate Owens seconded it. The motion carried.
5. Quartermaster Neutzler gave the QM Report for the period 1 through 31 March 2007. Trustee Hudson moved to approve the report, subject to audit. Trustee Riopel seconded it and the motion carried.
6. There were two bills presented for collection. Comrade Picha requested 500 baht for a wreath for ANZAC Day while CDR Oden wanted 1,040 baht as reimbursement for money he had sent the VOD participant. Trustee Riopel motioned we approve these, JVC Key seconded this and the motion carried. After the meeting, the QM disbursed 2,000 baht of previously authorized money to Comrade Rossow for District V Convention expenses.
7. Service Officer Dyste gave the SO Report.
8. There are no Comrades in Distress.
9. Committee reports are: (a) Membership: Our goal for this year is 236. We now stand at 237 members for 100.42 %. (b) Bingo: Nothing was received. (c) Buddy Poppies: There were no receipts. (d) POW/MIA: There is no new information. (e) Community Activities: There is nothing to report. (f) Independence Day: The venue for the festivities will shift to the old embassy grounds this year. Comrade Hudson updated us on details of the planning. The function will be on June 30.
10. Remembrance of our National Home was at 10:00.
11. Old Business: (a) District V hosted a luncheon on March 23 for National Officers, SVC Lisicki and Director Wysong, who visited Bangkok. The meal was at the Amari Boulevard Hotel and was thoroughly enjoyed by all attending. There was good attendance from Bangkok and Pattaya Posts. (b) There will be a District V Convention in Bangkok on April 21 and 22. The location is Omni Tower on Sukhumvit, Soi 4. Advocate Owens, and the Convention Committee, are making the necessary arrangements. To support the event, Advocate Owens asked for 25,000 baht to cover associated expenses. Trustee Hudson seconded this request and the motion carried. Comrade Worsham was elected to be the Post Delegate and Comrade Rossow will be the Alternate. (c) There is information on the Department Website about the Department Convention in Angeles City, Philippines. It is not too early to register. Everyone is encouraged to sell advertising in the Convention Book, since it is a revenue source for our Post. We approved a design, proposed by Advocate Owens, for our Post’s ½ page, color advertisement in the Convention Book. (d) The 1,000 baht finally made it to the student the Post sponsored in the Voice of Democracy Competition.
12. New Business: (a) ANZAC Day will be April 25. Those planning to attend using the Post bus should advise the CDR. The transportation will leave from Washington Square at 7:00 a.m. We decided the trip is free for Post members and one guest each. All others participants must pay 500 baht each. These charges were proposed by Comrade Picha, seconded by QM Neutzler and approved by the members. The bus will cost 12,000 baht. (b) We held elections for the next VFW Year. As instructed, the Adjutant cast one unanimous vote for the following officers. CDR – Advocate Owens; SVC - Trustee Brose; JVC – JVC Key, QM – QM Neuttzler; Chaplain – Comrade Worsham; Advocate – CDR Oden; Surgeon – Surgeon Rhodes; One Year Trustee – Comrade Nicholls. Also, Comrade Vajo was elected three year trustee. (c) CDR Oden will be the Post’s representative to the National Convention in Kansas City and we will pay his $10 registration fee. We will also pay this charge for any other Post members wanting to attend the Convention. (d) We decided to make some changes to the Post’s finances. From now on, the exchange rare will be USD 1 = THB 35 and the yearly membership charge will be $25 or 1,000 baht. These proposals were made by Trustee Brose, seconded by Trustee Hudson and approved by the membership.
13. Good of the Order: (a) we raffled a baseball cap and some cash. (b) CDR Oden and SO Dyste noted the days of remembrance before our next meeting.
14. CDR Oden closed the meeting at 11:00 IAW the VFW ritual.

12, 2007 in the JUSMAGTHAI conference room.
