  1. CDR Owens opened a C. L. Elms Post 9951 regular meeting IAW the VFW ritual at 11:05 on June 14, 200 in the Conference Room of JUSMAGTHAI located at 7 South Sathorn Road in Bangkok, Thailand.

  2. There was a roll call of officers and all were present or properly excused. There were 19 members attending.

  3. There was one application for Life Membership to our Post Comrade Steven B. Henderson. After some discussion Trustee Hudson motioned that we approve the request and Advocate Oden seconded, the motion carried.

  4. We gave copies of the minutes of the last meeting to those in attendance. Advocate Oden made a motion to approve the minutes, subject to correction, and Comrade Nestle seconded it. The motion carried.

  5. Quartermaster Neutzler gave the QM Report for the period 1 through 31 May 2008. JVC Key moved to approve the report, subject to audit. Advocate Oden seconded and the motion carried.

  6. There was bill for Commander Owens trip to District Convention in Korat in the amount of Baht 2,200. Commander Owens donated the expenses to the Post.

  7. Service Officer Dyste gave the SO Report.

  8. Comrade Pipas is in Ramkhamheng Hospital, Comrade Sprague is home after being in the Hospital, still not well. Comrade Waid has terminal Cancer, Surgeon Rhodes and Trustee Hudson’s wife are recovering.

  9. Committee reports are: (a) Membership: Our goal for this year is 244. We now stand at 261 members for 106.97 %. (b) Bingo: There were no receipts. (c) Buddy Poppies: There were no receipts. (d) POW/MIA: Comrade Picha gave us some of the latest news about recovering crewmembers bodies in the Aleutians. (e) Community Activities: JVC Key updated on Memorial Day services at the US Embassy Compound and presentation of Certificate of Appreciation to Jusmag Commander Col. Clark. (f) Independence Day: The venue for the festivities will be at the Customs Authority Football Field behind Loxley Building. QM Neutzler gave update on details of the planning. The function will be on July 5th and our VFW will have Beer and Hamburgers booth. The ladies group will provide the staffing for the booth. The names of the Thai volunteers wanting to work for 500 baht for that day should be given to QM Neutzler so he can arrange for their admittance. We expect twelve people will be needed. Our ladies club will also handle bingo. QM Neutzler sold advance admittance bands for the fete. These bands may also be bought at the gate for 300 Baht.

  10. Remembrance of our National Home was at 11:45.


  1. Old Business: (a) There is information on the Department Website about the Department Convention in Pattaya City, Thailand. QM Neutzler will be our Post Delegate and Trustee Hudson will be the Alternate. Through the efforts of Advocate Oden and Trustee Hudson, our Post will realize about $900 rebate from the sale of ads in the Convention Book. (b) We paid our annual tribute to those interred in the cemetery on New Road and also at Christ Church on June 1st.

  2. New Business: (a) This is the last meeting where those now holding office will perform their current duties. (b) There will be training at the DPA Convention for the SO and JVC, so those comrades should attend the respective training sessions to be posted at the Convention. (c) Post members considered that the Post Delegate should cast the post vote for Advocate Oden who is campaigning for JVC of Department. Also to support current Department QM Tony Powers for re-election. (d) Cdr Owens had sent out an e-mail notice advising of a suggested change in the re-imbursement of the Post Commander for travel expenses to attend District and Department meeting. After discussion Advocate Oden proposed a motion for the Post to reimburse the Commander for expenses to attend District V Convention and meetings in an amount not to exceed Baht 5,000 per event. When attending the Department Convention a receipt for travel and hotel would be submitted for approval and payment after the Convention. SVC Brose seconded the motion after a very close vote the motion was approved.

  3. Good of the Order: (a) Comrade Cowperthwaite won the raffle of a baseball cap and Baht 800 cash. (b) Comrade Picha advised that the new Jusmag Commander is Army Col. Swanda.

  4. CDR Owens closed the meeting at 12:45 IAW the VFW ritual. The next regular meeting of C.L. Elms Post 9951 will be at 11:00 on July 12, 2008 in the JUSMAGTHAI conference room.
